Let's face it, *any* dog can bite. Thus *all* dogs in public should be muzzled (or at least on a lead) and the legal (registered) owner and any keeper/walker should be responsible for the dog's actions. Also compulsory training for owner dog before 'they' get a licence to last the dog's lifetime.
