If two-thirds of Capitol office staff is at home that tells me that each congressman/senator has at least 3 staffers. Might want to permanently furlough the two that are at home. BlackBerry and other smart phones are for increased productivity. Given the lack of productivity out of Congress I say we confiscate all of these devices. Even when they are productive they do more harm than good.
